Three village clusters in a hill district shared one winding road to the district market town. After dark the road was effectively closed — buses stopped running, and two fatal accidents in as many years pushed the district office to act.
Constraints that shaped the design:
- 14 km of road with no grid infrastructure along most of its length
- Steep switchbacks requiring an articulated-lift installation crew
- Monsoon reliability: lights must ride out week-long overcast stretches
- Maintenance reach: the nearest technician is a full day’s drive away
